Heating system replacement - advice needed!

Hi,

We are currently wanting to replace our heating system (i.e. new boiler and radiators).

We currently have a Baxi back boiler and our downstairs plumbing seems to run under the concrete floor. The pipes all seem to be quite narrow (not sure if it's micro/minibore something like that).

Anyway, so far I've had 2 plumbers around at the same time and both have very different ideas.

Plumber 1: One wants to seal off/remove all old plumbing and put new in (the walls? dropping from the new boiler which would be upstairs where our water tank currently is) - with condensation/waste going out through the side of the house (under the floorboards I assume as it wouldn't be on an outside wall). Quote of £4200

Plumber 2: wants to keep the water plumbing and also the plumbing that runs under the concrete and connect a new boiler to it (but says can't guarantee that the pipes could take the pressure from the new system, the ones he's done he says are fine but can't see pipes to say what ours would be like) and wants to take the waste pipe out through the roof. Also suggested problems adding / moving radiators because of using old piping.
Awaiting quote.

So what I'm asking really is are both acceptable suggestions? Is plumber 2 trying to put me off? or just being more realistic?

Hoping to get a rewire at the same time so that should be an interesting week!
