What are my rights please?

Hi, I purchased an item from a member of an on-line photographic forum in there members sale option. I no the forum cannot be held responsible for any trading as they state as much in the rules.
The item I bought has not arrived at the address in the UK I gave for postage.(I live in Greece)
At the time of purchase it was agreed via email that it would be sent Recorded delivery but after a week of none postage I asked for conformation of a postage date and was advised that the item had been posted under normal post and not registered post as agreed one week after payment. Three weeks later and I have nothing except a small hole in my bank account.
I have requested a refund but have been refused at this time, I have also been shown a postage slip via email attachment for normal post with the post code written by hand on the bottom.
This a purchase from an individual and not a business.
Is there anything I can legally do to get my money repaid please?

I have the email for the seller via the forum and his bank account name, account number and sort code

Are we talking a lot of money?
Bank transfers don't offer any protection and you don't have a postal address in order to send him an lba/take him to small claims.
What's the reason he's refusing to refund? You could try the police or contact his own bank but they may just see it as a civil dispute rather than criminal activity.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -

Hi, No it is only £30 but that is money I cannot afford to throw away and I believe it does not matter if it £30 or £300 it is not the way to to do business individual or a retailer.
The seller is saying that for all they no I may be trying to get money for an item that actually I received but as I said to them I am in Greece and the person who was to receive the item is in there 70's and like me does not need to defraud someone of £30
