Dropping off/picking up in a restricted area charge

Received one of these from Uk Parking Patrol office for dropping off in '1315 roads surrounding Newcastle airport....' I believe that the driver off the vehicle dropped off a passenger before the barrier to the short stay car park and the turned round. The charge is in relation to dropping off and is for £100. As its on airport land does the charge have any basis that can be persued?

Seems to be different views on it eg a barrister reply says write and say you're not telling them who the driver was, that you should ignore, that it may be different due to airport bye laws0

Yep but it seems you haven't noticed that the date of that barrister's reply would almost certainly have been before 2013! Things changed after the POFA 2012 was made law last October. The ignore advice was indeed correct last year and before (and still is, in Scotland & NI).
