Adding costs AFTER payment

I'm not sure if this is the right place for this or not...
I've been using a certain supplier for my home business hardware for a few months, I placed my first order over the phone, and all subsequent orders online.
Basically the long and short of it is that they've been adding postage charges AFTER I complete checkout. During the checkout process it says "Additional charges may be listed on the following pages", but they aren't. The first time I tried to order online, I called them up and said that no p&p had been added, and they said that it included some to cover p&p. I (stupidly, it now seems) assumed they meant the prices had been inflated to cover p&p.
I read their t&c's, as I always do, and nothing about delivery is mentioned in there. But I have just found a little section under their help menu;
"At present it is not possible to quote carriage charges on the web site as fuel surcharges are regularly being applied by the carriers which means that the delivery charge must vary accordingly. Please call for delivery information."
Now I've only just noticed an additional £7 on the invoice included in the order that arrived this morning (annoyingly, it would have only cost £3.70 to send this via RM recorded!!). I've been back through all the invoices, and they've all had this extra carriage charge added on.
Can they up the total after I agree and enter my payment details? At no point do they tell you this charge has been added, until you read the slip included in the parcel, or check the bank statement!
I've been ordering little and often, as and when I need bits, assuming the p&p was included in the prices, so it wouldn't matter how much or little I ordered at once :mad:
