housing allowance and carers allowance impact

Hi

2 questions...

1-if you get local housing allowance, and your partner starts getting carers allowance, what impact will this have on the housing allowance? does the LHA increase, decrease or does it not affect it?

2- if you have someone living with you whos getting attendance allowance and pension credit, does this affect the council tax of the house (even though that person doesn't pay it, but does the household get a discount or not?)

my carers is taken into account as its classed as income, so would decrease HB. not sure of the second one

can you indicate roughly how much is reduced either by amount or percentage?

if my esa is anything to go by I have had it reduced by around £25 because now get carers allowance.
