Damp, potentially neighbours fault?

Hi guys, hope you can help.
I had some building work done in my lounge, when I stripped the paper off I noticed I have some damp on one wall.

There is zero mould, damp smell etc but it's obviously wet.

I noticed (when I got Severn trent to check main sewer for damage) that my neighbours downpipe for their porch Drains straight onto the drive less that 6 inches from the end of our shared wall that is damp. Upon closer inspection the tarmac has come away from the wall at that spot and also there's a gap which is where I assume was a wall that's been replaced by a fence.

Although it's been pretty dry recently is this likely to be the cause of my damp?

Got a quote of a builder for the damp and he priced it @ 1k Inc vat which is a whole other thing!

Does it seem viable that if I get them to move the downpipe, mastic up the hole and get a dehumidifier in it may potentially sort it all?

I have lots of pics but seems new users can't links them.
Any advise greatly appreciated.

    Why are you even considering spending £1k to treat the symptom rather than the cause?

    Find the cause, fix that and the symptom will go away.

    Have you spoken to your neighbour about it? Do they have "damp" on their side of the wall?

    At that time I hadn't noticed their drainpipe. Just got the builder who did my work to pop round and have a look. The neighbours shelled out for damp injections in the past apparently.

    Will speak to them tomorrow now I have an idea what it may be and ask them to move their pipe or sort adequate drainage. It'soonly about a 12" sectionbehind it thats come away from the blue bricks.

    Their drainage has been this way for at least 7 years.
