How on earth can anyone defend this rubbish. No wonder the Microsoft boss is up the road and they're moving away from software. It's pathetic.

The comments on that very page show you how to get to it, but basically you right click and choose "Forget this network" if you want to delete one, and creating a new one is done in the normal way.
The command line version I'm fairly sure has been there since Vista. It's intended more for corporate deployments since you can stick those commands in a login script and push it out to the whole company at once.
There's also this third party tool if you want something that sits in between those two extremes. Not ideal but gets the job done.0
