What Is "Relevant Income" as far as ECO boiler scheme is concerned?

Our household income is below the £15860 required to qualify for a free boiler based on salaries, child tax credits and working tax credits.
However, the childcare element of working tax credits pushes it above this limit.
Does anyone know if they take the childcare element to be income as it is solely used for covering our childcare costs?
