Is it possible to avoid some building reg fees

I had some of these additional costs quoted by an architect for a ground floor extension and installation of a WC apart from the main building regulations fee.
I did not expect to have to shell out so much before laying the first brick and was hoping some knowledgeable souls could shed some light on these and if there is anyway to minimise them.

Thames Water build-over fee. £343-00p
If client requests new connection for surface water in lieu of soak away
Thames Water new connection fee £278-00p
Party wall surveyor. Costings vary If req’d £8-£900-00p
SAP consultant for over glaze. If req’d £375-00p
Flood risk assessment if requested £600-00p

Don't know why you need a Party Wall Surveyor.

You're building over a public sewer? You can't argue with the actual water board fees, but I would expect a buildover to also require a report with CCTV footage before and after the build. Dynarod offer this service (few hundreds £££). If you cause damage you have to repair it. The flip side being that if it can be shown that the damage was already there then the water company repairs it free.

My house is a semi detached, and the architect said if the neighbor I am sharing the wall with does not consent, I need a party wall survey.
The build over, I believe that there is a sewer running across the backyards.
Guess I have to bite bullet and pay for all this redtape bs.0
