Don't forget, whether you get them back or not will largely depend on the quality of the picture you sent them. If you took a bad picture where you head wasn't centred in the photo or your camera is a low quality or low pixel resolution then the quality of the printed image would either be not worth sending out, or discarded at the point they loaded it into their system.
The higher the pixel resolution of your camera then the more likely you'll be of getting something back. I've seen photo's printed out with even a 2.0 mega pixel camera which were grainy, and not forgetting that a passport is an official document it's possibly only the fact that the quality was not up to print standards. In other words take them with a 3.2+ megapixel camera and not with that 300k or 1.3meg pixel one you got as a freebie!.
