Builder not sending electrical certificate to building control

Hi,
We had some building work done, which included some re-wiring. Building control are satisified with everything, but cannot sign it off till the builder gets his electrician to send in the certificate relating to the electrical work. I've asked him several times, and each time he says he'll do it, but it never arrives with the council.
I've got no qualms about the quality or safety of the work, but any suggestions for how I get the builder to get organised & remember to send in the paperwork? Does he have any legal obligations to send it in, that I can use to motivate him? The works all been paid for, because I didn't realise this hadn't been done.....

Our builder fell out with his subcontracted electrician and the electrician refused to forward the certificate until the builder paid (I think there was more to the story but I got on well with the electrician and he told me what he was doing).
My architect just wrote to the builder and told him if the cert was delivered within 7 days then he would appoint someone else and deduct from his staged payments.
It was sorted very fast after that. Do something similar.0
