Could you tell me please if you get any help with winter fuel bills if you are in receipt of high rate care and mobility dla?

Assuming you are not old enough to get the winter fuel payment - there is the warm home discount scheme.
https://www.gov.uk/the-warm-home-discount-scheme/eligibility
You might qualify under the 'broader group' - for example - scottish power.
If you were also receiving income-based JSA, IS, or ESA, you would qualify.
Other suppliers have other criteria - I am unaware of any who will help someone who is 'just' on DLA - and for example has a household income which precludes any income-related benefits.
