Allow access to certain software with XP SP2

Does anyone know how I can allow software to run for a user who only has limited (as opposed to Admin) rights?

The reason why I'm asking is that I currently use PeerGuardian2 to block certain IP addresses. I have two accounts setup, one (admin) is mine, the other is a limited account for my son. The problem is that PeerGuardian2 will only run with a user who has Admin rights (me). I need (if possible) to allow that software to run regardless of user rights!

Is there anyway whatsoever I could try apart from allowing my son full (admin) rights which I shouldn't need to do.

We have WinXP SP2 with a FAT32 drive (not NTFS) so folder permission doesn't is applicable.
