DWP demand for monies already paid

i know similar questions have been discussed before but i have not seen my wifes exact scenario so far and hence am not sure the steps we should take.
the DWP letter received is the usual.....£423 owed do not ignore this letter further action will be taken including either a) money recovered from employer, b) money recovered via the courts, c) case refered to private company for collection
Ok, so my wife before I met her was caring for her dying grandfather in 2002 and needed an emergency social loan to assist with living costs. £423 was borrowed.
upon his death in that year she tells me that she paid this debt in full with cash and kept a record of this.
until we moved house in 2007 and lots of old paperwork was thrown away.
So she claims (and i believe her 100%) that this debt is not owed as it was paid. But she has no paperwork to prove it.
so we are hardly going to take responsibility for the debt now nor agree to any repayment plan as there is no money owed.
Suggestions please?
I am thinking we should not ignore as i understand that DWP debts are not statute barred and they could take money via her employer
Should we request further details of the debt?
If after 11 years since repaying the debt in cash we do not have the necessary proof that it was repaid. does that really render us liable to repaying it twice?

First step would be to write telling them that she paid it,if possible where when and how(cash),then await their response
if they still say it is owed perhaps go and see your MP and get them involved0 -
