    Sorry - but that's not good enough these days - the government is out to make criminals of all of us who have unused / laid-up cars in garages.

    If you put it in your garage with or without a valid tax disc but no insurance then the law HAS been broken.

    We have to make an declaration of not using it these days.

    Just not using it, is not acceptable any more, it would seem, to our rulers.

    Load of rubbish of course - but it's the law - and once again the law is an !!!.
  • The new keeper, or buyer will need to fill in the V5 in their name, they will need to change the taxation class to petrol car or diesel car or whatever (in the bottom box in blue on the V5) Sorry am not looking at a V5 to be able to tell you the sections. The new keeper then takes the whole of the V5 & their insurance (the insurance needs to show the (new) keeper's name & address & the car as per the changes on the Log book), current MOT & payment to a post office that issues tax discs. The Post Office will retain the V5 & the new keeper will receive in due course. The new keeper then takes their tax disc & all is sorted.

    The new keeper cannot just do this with the new keeper supplement (green slip) they need the whole V5.

    I would suggest the current keepers (i.e. the disabled owner) advises the DVLA, Swansea, in writing (& sends recorded delivery) that they have sold the car & that the V5 was given to the new keeper to change the taxation class.

    You do not need to change the taxation class via a DVLA office, these are now done at a Post Office that issues tax discs. I have done many already.
