Decided it is not worth the hassle. Also I just checked their feedback and their "positive" score seems to be made up mostly of people complaining they never paid. Thanks for everyones advice.0

Am I misunderstanding?Yes they do, not immediately but they tend to wait until you have a good thriving account before linking you to a suspended one and pulling the new one
If someone gets two NPB strikes their account isn't automatically suspended is it?
What prevents a user with two strikes opening and using a new account and just leaving the account with strikes inactive?0 -

As per my response eBay only care if the previous account was suspended or restricted. Yes, this has happened to me: my automatic 'block bidders with more than 2 non-payment strikes in the last 12 months' filter successfully prevented an ID from bidding.As per my response eBay only care if the previous account was suspended or restricted. I do not think that 2 strikes counts as restricted so a buyer would be able to open a new account as long as they used a different email.
After they asked why and I explained this was automated, they simply created a brand new eBay ID and used that to bid, to get around it."The secret of life is honesty and fair dealing.

In that case the scenario is different as it now becomes malicious bidding and that is against eBay t and cs. Somewhere buried away in the useless 'help' pages is a clause that buyer can not use a different account to get round your block.
