Do you know he has scrapped it - if so where ? Or is he planning on repairing it and putting it back on the road ?
I would just show it as a transfer of keeper and put your neighbours son in law down as the new owner. Then any issues/parking tickets/untaxed notices etc. will go to him0 -

Send the V5C off in his name and let him deal with it. Not your concern what he does with it then.

If you scrap your car properly at an authorised site you don't need to do anything, a cert of destruction is produced and the DVLA are informed automatically via computer.Be Alert..........Britain needs lerts.0 -
Also - if you still have an insurance policy on the car, you should cancel it NOW.
If anyone driving the car causes an accident and isn't covered by any other insurance, YOUR insurance company can be forced to pay out. They can then re-claim it from you because you didn't notify them you'd sold the car.We need the earth for food, water, and shelter.
