Why does the regulator not regulate?

I was cold called today by Sapphire Magazine, (0844 567 0460) they wanted to send me a "free" copy and a £20 petrol voucher. However, they wanted to charge me a pound for postage, via my Charge Card of course. I suggested that they send me a £19 voucher instead, but they declined.
I then looked up their number on who calls me:

and noted that they had been scammimg people out of £80 since March, and perhaps longer using a different magazine

Why does not the regulator disconnect their number, and Trading Standards shut them down? I believe that several people who have been cheated have complained to the police.

You never know how far you can go until you go too far.

Telephone trading is a legal activity - if you don't wish these calls (and many do not) tools are available to ensure you are not disturbed - look out for a call blocker.0

Ah busboy, still not mis-reading posts I see, the OP concerned ineffective regulation, not blocking unwanted calls. You never know how far you can go until you go too far.0
