Travel Insurance for 0ver 80's with medical conditions

I am trying to get Travel Insurance for 2 weeks for Spain for my mother who is over 80 who has existing medical conditions,historic and under control.

Some of the quotes I have had are, at best described as ridiculous, obviously don't want the business.

However reasonable quote from Holiday risk.com but never heard of them. Has anyone heard of them or could anyone recommend trying somewhere else.

    It's very sad that older people have such trouble getting ins nowadays. They have more money than they used to but can't use it to travel if they can't get ins. Have you tried Saga?
    I don't think it's usually a good idea to get travel agent ins, but if you have booked through a TA it may be worth asking them for a quote.

    Have not booked through a travel agent just doing hotel and flight separately, so travel agent insurance not really an option.
