What are "Direct Payments" please?

I've just had a call from the new Dementia Club who have a space for my DH to attend one day a week, and they have asked does he get Direct Payments, and if so, how much?

He doesn't get these, but Social Services are coming in a couple of weeks to carry out a new needs assessment for both of us and I wondered if this is something they'll talk about, or should I ask about it?

We were told last year that any help with DH's Alzheimer Club, was out of the question as it was means tested, so he'd be self funding. I've Googled this, but I can't see if Direct Payments are dependent on need, savings, weekly income or a mixture of all 3.

Any help, info or links would be appreciated. Thank you.
