Planning permission / neighbours

We are in a tricky situation, a street of 13 houses in London has planning permission for all 13 to extend, but all 13 must do so at the same time to preserve the look of the street - otherwise noone can. But, 3 houses at the end of the street (in a row) do not want to go ahead. We have offered to pay for their new roof, so there is not outlay of money, but they refuse. They are older, so potentially do not want the disruption.
Does anyone have any bright ideas how we can convince them or been in a similar situation?

They've said no so leave them be their old after all.
If they didn't want to extend why did the old people apply for permission?0 -
should have had an agreement before going to the expense of a planning permission!

Given this is a 1st post, is it a wind up of some sort?.
Is this sort of conditional planning consent common?
Anyone ever heard of a council applying such a condition?
Now, not for a second do I think all 13 homes have applied for something that several don't want, so there must be a situation where the consent of some, is dependant on the follow though by others.
This seem an impossible condition, I'm not convinced.I like the thanks button, but ,please, an I agree button.

Well, the 10 of you that want to extend could always foot the bill for the 3 that don't.
Ok it would cost you all about 25% more each, if you are determined enough to go ahead, but a free extension may just sway the no dealers?
