    I doubt it would be stolen, probably number plate fell off.

    When you say 'they' do you mean the plate and the car?

    PS - looks like a still from a dashcam to me.

    Why would someone steal a 1988 number plate from a year 2000 Lexus?

    But then again some folks will steal anything!

    Much more likely to have fallen off or got broken and the owner is on his way to get a new plate.

    I agree - a ridiculous thread - you cannot presume to make statements about 'not affording plates'.
