potential neighbour issue

hello all,
Just bought a flat - bargain in up & coming area on tyneside. 125k for 3/4 bed maisonette.
When we viewed the place we noticed that the house next door (terraced properties) looked a bit sorry for itself. It actually looked empty but the seller of our place told us there was someone in there who was loaded, just a bit of a recluse & no trouble at all as a neighbour.
But the place looks like a tip. Every house on street has new windows & rof except this fella. We're not too worried about moving in but has anyone got any advice regarding what we could do if we move in & find out he's
1) a plonker who plays techno at 4am
2) letting the place go completely to rack & ruin. seeing it's terraced we're worried that if he got a leak & didn't care less, we'd share the misery.
we realise it's a terraced place & that we therefore take our chances but any advice would be great.

no, it's pretty much in line with what the area would command, but the place needs some cosmetic improvement as the seller is old. They're selling to move to a bungalow because the stairs are an issue.
it was a bargain because there was a place 10 doors down, 1 bed smaller, for 20k more expensive.0 -
is it an ex-local authority maisionette? If it is Id expect that the buildings insurance is communal and therefore if he let his place go to ruin ,.youd claim off the communal buildings insurance.:beer: Well aint funny how its the little things in life that mean the most? Not where you live, the car you drive or the price tag on your clothes.

If it's more than just on the odd occasion, it could possibly be a nuisance. Contact the Environmental Health Officer at the local council. You will need to keep a diary showing all the dates/times that the nuisance occurs. It's the repeated regular occurrence that would determine if this were nuisance or not - the EHO will advise.
In limited circumstances, the local council can force someone to carry out essential maintenance to their property. But it requires a Court Order so the council are unlikely to go to the trouble & expense, until things really reach a desperate state.2) letting the place go completely to rack & ruin. seeing it's terraced we're worried that if he got a leak & didn't care less, we'd share the misery.
If the house is terraced, how would you be affected by a leak?

thanks for the help,
I wasn't really specifically worried about a leak, but just using it as example to ask for advice on a common issue that may affect us. we obviously share a wall so there could be things that could affect us.
can't see it being a big issue, but might get annoying if the outside of his house goes completely to ruin.0
