council tax question.

My husband earned £12,500 last year. estimated £18k for this year.
I dont work at the moment.
I have one 19 year old at home,just finished college and looking for work(not claiming anything)
And I also have a 4 year old at home who I get tax credits for.

Due to changing our mortgage from buy to let to repayment mortgage we where able to pay off our council tax in full (£1300)

My question is that I have been told recently that I shouldnt of paid it in full as I could have gotten some help due to the low wage.
Does anyone know if this is true,and if so is it worth,or even possible to get some of it back?

Thank you for your advice in advance,just curious as I know nothing about council tax help.
