Can paypal charge my account?

Hi, I make leather handbags in my free time and I bought custom design metal components 3 months ago in China and paid by paypal.
The parcel arrived and it had many problems.
AFTER 2.5 MONTHS seller is appealing to paypal that I have not shipped everything back! Paypal sent me email asking the detailed item numbers, corresponding weights and models for each box I packed. I called them and they said they will send the seller the email.
I have checked the tracking and the parcel was not even collected from the Chinese customs hence I think he is trying to scam me.
My question is, can seller somehow make paypal to charge my account? How can I prove that I shipped everything back?
I have all the receipts for the shipment but the seller is claiming that his KG weight was higher than what I shipped back? :mad: :mad: :mad:
What can I do in this case? Can anyone experienced in paypal disputes offer some advice?
The parcel arrived and it had many problems.
- The components were of incorrect specifications.
- Many were broken
- Almost half the stock was defective
- The amount was much lower what I have ordered and of a lower grade metal.
- The components were much lighter from the original sample but he still changed me estimated shipment for 230KG but I only received 80KG!

so if they have not collected the items from customs, then how can he claim with PP that you have not returned everything.
provide PP with the details that the items are with Chinese customs and that they have not collected them, so have not inspected to know what has been returned.0
