Privacy over the Phone

Morning all.
Perhaps a touch idiosyncratic, my question is whether a goverment body can refuse a general enquiry based on the callers refusal to give personal details.
Is there anything in Data Protection, or Privacy Law on this?
The query was to the Land Registry by phone, and was to do with which form is needed for a particular property process.
I'm not convinced that they will keep my details (name, phone) private, so I refused to give them.
They simply refused to have any further dealings with my enquiry.

If its not essential for them to have that information and they have nothing to compare it to then just give fake information.

julian - it is not our normal policy to refuse to deal with an enquiry in the way you suggest. The information you presumably require is available online anyway.
