Vonage call set-up fee

From Sept 4th, Vonage will be imposing a 15 pence "set-up fee" on calls outside the plan. There is no mention of the new fee on the website and anybody signing up now is in for a nasty surprise

<<Changes to Overage Charges
In line with industry practice a call set-up fee of 15p will be introduced as of September 4th. The set-up fee will only affect overage calls that fall outside of your current plan and which do not already have a set-up fee attached. If, for example, you have a plan which gives unlimited calling to the US then you will still be able to make those calls free of any extra charge.
If you make a lot of overage calls say to mobiles or countries not included in your call plan find out more about our new call plans visit vonage.co.uk>>

7. Changing the Agreement
7.1 We may at any time change the terms and conditions of this Agreement, any policy or document referred to in this Agreement, our charges and call plans by posting changes on the "Dashboard" section (front screen) of your web account which you access at Vonage's website (https://www.vonage.co.uk). We shall endeavour to notify you of changes to call plans and charges at least 5 days before they are due to take effect, however, we may have to make changes without giving the full 5 days' notice. You agree that if you use the Service after any changes take effect you will be bound by the changes. You may contact us at any time on 0800 008 6000 (or such other telephone number as may be posted on our web site from time to time) for details of changes to charges and call plans or visit our website at https://www.vonage.co.uk.
7.2 Provided you have not used the Service following any change as described in clause 7.1, you may end this Agreement without incurring any applicable disconnection fee if the changes are significantly to your detriment provided that you will remain liable for all charges due up until the date of termination. To exercise your right of termination you will need first to give us notice by telephoning 0800 008 6000 (or such other telephone number as may be posted on our web site from time to time).0 -

If true
It is correct that Vonage updated their prices on 4/9/2013 and introduced a 15p call set up fee for non exclusive (chargeable) calls
Go to http://www.vonage.co.uk/call-plans/rates/
enter a non exclusive number or intl destination and up pops a call set up fee of 15p.
Given that Ofcoms proposals have been delayed their is no reason to suggest that Vonage want present the new format when they are required to.0
