he is due to turn 65 early in 2014The situation is made more complicated as he isn't entitled to 100% of his SP due to a period when he wasn't working nor claiming any benefits 15 years ago, so his NI stamp wasn't paid.
I think he'll only need 30 years contributions so, unless he missed a lot of years, he may still get a full pension.

I applied online on Friday and have to wait 7 days for a log in apparently. What will be will be, I just needed to know about the money in a lump sum and I now no! Basically he can't spend it unless he is happy to accept they may still out it.

Just been reading the thread again and had a thought.
Is your dad in privately rented accommodation or social/council housing?
If it is private accommodation then your dad should not be redecorating. This is the landlord's responsibility.
And similarly, the shower. New cooker is OK.0 -
He is in social housing so it's his responsibly apparently.0
