Hi I was wondering if anyone is aware if it is possible to reclaim ppi from a loan with The Bank of Scotland from either late 1999 or early 2000, I dont have any of the account details.

You can complain about it if you've got good reason. It's not just a case of "reclaiming" it despite what the adverts will probably tell you. Just write to their complaints address giving details of your loan (i.e. taken in 1999/2000 and the approx amount) and your reasons for complaint.
Be aware that with it being 13/14 years old they might not have records of it, so if you haven't either it's game over.0
