Paint coming through wallpaper, confused as to whats causing it.

Strange one, but we recently decorated a small room with one outside facing wall, this has no sunlight directly hitting it.
Underneath the new wallpaper was some sort of blue paint to which we had assumed was damp proof paint/coating (not sure though and neither was our decorater, it was already on prior to us purchasing the house plus its only on the outside facing wall with a small bit painted on the joining inside wall with our neighbour) over the last week or so we have noticed that to the left hand side, at the top of the window at its side on the wall, this blue paint/coating has started to seep through the wallpaper. Just noticed a very small bit has come through the joining wall (not outside facing).
The walls are dry with no sign of dampness, its not at the top near the ceiling either, its approx 5 ft above the floorboards. Any ideas as to what could be causing it?
