i thought gazumping had been outlawed - is there no way of recovering money lost on survey/solicitor's fees etc?

I don't think there is much you can do now sadly, but in future you can try and make offers conditional that the sellers take it off the market and cancel further viewings, but they can always say no to that.0

Or they could say yes to taking the property off the market and still entertain viewers and offers

There is always hope. A good proportion of house sales fall through, though this may be less likely with those subject to a gazump.
Whether you would then trust the vendor is another matter.
Disgusting? That depends upon a number of factors, including how long the agreement to buy had stood. Presumably, if you had incurred surveyor's fees, that was a decent length of time.
Sometimes, when a one-off type of property comes to market, it's too cheap, perhaps because it offers something that's hardly ever available. I was tempted by one of those, but resisted a gazump attempt. I can't say if I did the right thing, or if the owner received true value, bearing in mind that it was only marketed for two or three days.0 -
During the '80s boom I got gazumped twice on the same property - but still ended up owning it when the two sets of gazumpers couldn't get mortgages due to the inflated offers they had made on the property.0
