Item not received

I purchased a football programme on ebay on 24th may and paid straight away by paypal,up to now i havent received anything,i have tried communicating with the seller but he seems to ignore the emails,he seems to have done this to a lot of people since i purchased it so i opened an item not received dispute on the 7th of june, the only reply he has given is "so its my fault that royal mail have lost it",i am assuming from that that he isnt going to do anything about it as he hasnt communicated further any ideas what i should do now and what the likely outcome will be ,he needs banning off ebay cos he seems to have done this to a lot of people since, advise would be appreciated thanks.

is it an ebay or paypal item not as received dispute?

you should receive a full refund if he can't prove it was delivered
  • You could escalate the issue with paypal and let them decide. If the seller has not got a tracking number, usually it goes in the buyer's favour. The seller doesnt sound like he's willing to resolve this so thats what I'd do.
