Still being harassed despite PoPLA appeal outstanding

What is the correct thing to do if a RK is still being chased by The PPC whilst a PoPLA appeal is still outstanding?
I've received a colourful piece of paper saying all nasty things.
The PPC has acknowledged my appeal with a refusal and supplied a PoPLA code.
My PoPLA evidence has been submitted, acknowledged and is pending, yet the poor PPC has got itself in a right pickle.
Hmm pickle, do you think that would make a good pie filling for my pie flinging lady police officers? LOL

Hey CP, I thought you'd know what to do in these circumstances - or am I missing something more subtle here?
Complaint to BPA, complaint to DVLA, send one to TS for good measure too. Also send copy to POPLA cross-referenced with verification code and ask them to take the actions of this PPC as further proof they are non-compliant with the BPA CoPPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Have a look at the FAQ here http://www.popla.org.uk/FAQs.htm
No. If your appeal is refused then the full parking charge will be due because the time for any early payment discount offered by the operator will have passed. However, the parking charge will not increase whilst you appeal.
Do not pay the charge now if you are appealing.
If your appeal is allowed you have nothing to pay. If your appeal is refused, in order to avoid any further action by the operator, you should then pay the full parking charge within 14 days. Do not send any payment with this form.
The BPA CoP says
22.12 If you reject a challenge you must:
• tell the driver how to make an appeal to POPLA. This includes providing a template ‘notice of appeal’ form, or a link to the appropriate website for lodging an appeal and the 10-digit verification code.
• give the driver a reasonable amount of time to pay the charge before restarting the collection process. We recommend that you allow at least 35 days from the date you rejected the challenge.
22.16 You must keep to the processes and other requirements of POPLA, as set out in their Code of Practice and elsewhere0 -
However Richard Reeve from popla has advised me that if Payment is made . Then once they are notified they will withdraw the appealProud to be a member of the Anti Enforcement Hobbyist Gang.:D:T0

Can't be right, can it? Look at the ANPR Ltd case, proves why POPLA can't do that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
