Can anyone please refresh my memory?
I seem to recall that there are some rules regarding tarting balances. I have a Virgin Mastercard and wish to tart the balance to my Halifax One (also Mastercard) is this possible or do I need to tart to a Visa card?

That's perfectly fine - it's the issuing bank, not the card network, which matters.
Virgin is issued by MBNA, so you couldn't transfer it to an MBNA issued card (be it MBNA, Fluid, American Airlines, or any of their others), but you can transfer to Halifax no problem.
For info, Halifax is part of LTSB group, so you won't be able to transfer to a Bank of Scotland or Lloyds Bank card next time
