Paypal Accesscard (mastercard) pays even if declined

Hi All
Today I needed a new pair of slippers, so went into a local store and decided to use my Paypal accesscard as i have the funds inn my Paypal account.
This was declined ( i was given the declined slip), so had to pay with my bank card.
shortly after i get an email from Paypal saying the funds had been taken.
When i checked my Paypal account yes their it was the declined payment had been taken from my paypal account.
I cant see going to retailer to get this refunded as they declined the payment

What looks like has happened is that PayPal authorised the transaction but something went wrong on the retailers side. The authorisation should drop back off in the next 10 to 14 days and you should be able to use the money again.0
