No it doesn't - it keeps it in good enough condition so that the machine is still able to read it! It's about protecting the back cover/photo page, not the front cover. And the cover doesn't have to be expensive. So not pointless at all

Are there people here who are really too lazy to remove a passport cover at customs? Wonders will never cease...
