3ds cartridge problem

Hi,
This problem has got me totally stumped! We have two 3ds's, one of them will not play newly released 3ds games? It's not the cartridges because they work perfectly on the other 3ds. The 3ds that won't play the newer games plays normal ds games and older 3ds games such as mario cart 7 with no problems.
So far I have tried a system update and a format, still the same :sad: what could the problem be?
