My husband is a UK non-resident,I am a UK resident if he puts me on his offshore bank account will I be liable for income tax.

Are you talking about income tax or the tax you need to pay on savings?
For tax on the interest then yes, you would be considered to have earned half the interest and so would need to declare it and pay taxes on it as appropriate0 -

You would also be considered to own half the capital in the account - would this impact on any means tested benefits?0 -
I am not on benefit,as a single occupant in a flat the council has a band which I pay accordingly0

If you are talking about the single person discount, that is not a council tax benefit.0
