JSA refused and reapplying - where do I stand?

Apologies if this has been covered, I've not found an answer and wonder if someone can help.
I applied for JSA when I was briefly living up north. It was refused on the basis I haven't paid enough NI due to being out of work for a time in 2011 (such is the nature of the industry I'm in). At the time I was living with someone and as his earnings were over the limit I was told I woulnd't be eligible for anything.
Now, I'm living in another area, alone in a one bed flat. I've been awarded HB (although as I'm under 35 the amount is ridiculous) and I was wondering if I could reapply for JSA. I know I was refused, but surely now I'm looking for work and living alone there could be something available for me.
I've just had an email to say my previous application has been closed, so is it a case of reapplying as before? Or do I need to appeal and explain the change of circumstances?

Yes, you can reapply for income based JSA. An appeal would be pointless as it would only consider your circumstances at the time of the original application.0

Have you applied for single person CT discount and for CT benefit?If you've have not made a mistake, you've made nothing0

As in council tax? It's all included in my rent (rent, council tax and use of laundry room) so I don't think I qualify for a reduction in it.0
