I did this! I bought 9 months after my neighbours and paid 15% less than they paid. However if it is your forever home and you plan on being there long term, a few extra thou in the scheme of things isn't going to matter. Just do your numbers and make sure your happy to pay over the odds.
I bought my first new build off plan and I loved the experience, I came every weekend and watched it being built, as well as seeing the whole neighbourhood being built. The one I'm in now was one of the last left on the development before the developers year end which is how I got a bargain.
Advice I'd give, is carefully scrutinise the neighbouring properties - so you know what is being built later (ie. windows in over looking positions, etc).
Check where street lights are going - I've got one right outside my window and its really annoying!
Check out the public open space Vs LEAPs, NEAPS and other play areas, my developer as recently built all over some open space by sneaking in retro planning permission.
My experience of negotiation is once you pay the deposit all negotiation stops so make sure you get what you want - although if you are buying off plan for the first of the development you might find they are not interested in negotiation.0
