I suspect they are set fairly high.
This is because the PsTB have not managed to measure the distance between the cameras to the required level of accuracy.
It's academic in this case, because there are no speed cameras of any type after the entrance to the S/Bound tunnel until you get past the Sun-in-the-Sands interchange, 1.5 miles after the S/Bound exit.0 -

If you were to straightline every corner point to point at the speed limit, it wouldn't bust you for speeding.
So, if you're driving normally, following the bends in the road, changing lane etc, the distance covered will be greater, allowing the average speed to be greater.Evidence for this?
