Regularity of Income Support payments

My parents made a claim to Income support and Carers in July and received a letter stating IS would be paid on 17th July and every 2 weeks thereafter.
However they did not receive anything until 7th Aug (£600) and have not received an IS payment since, they both have learning difficulties due to illness so needless to say they have spent the £600 and £400 carers
Apparently they called and asked about the next payment but were quoted 26th Aug which to me isn't right for IS.
How often is IS paid? is it 2 weekly?
2 weeks from 17th July should mean they should have been paid last week, or if I go from 7th Aug they should be paid this Weds.

Could someone call on their behalf?
Without being intrusive, if they cannot manage this, are they in a position to care for someone else?0 -

My sister could but working 4 hours a day is sooooo time consuming and she isn't the brightest spark
I could but it will either cost me a fortune on my mobile or £6 bus fare which I really can't afford at the moment
There is my Nan or a neighbour but they won't want them to know they aren't coping.
Thing is I worked for the JC so they expect me to just know, but with Universal credit and other changes I can't possibly help

I have wondered this, my sister is still there one or two nights a week and my Nan reports the house isn't that tidy etc but they said they would cope if I moved out and after the way they treated me while I was there I won't be a mug anymore.
I could claim IS and CA but the extra I'd get from CA would be eaten up by £22 a week bus fare so not worth me getting used for or staying out of work

It would have taken some time to set up the Income Support hence the big payment on the 7th, as you say it should be due this Wednesday so hopefully will be paid then.
Do they have a social worker?
Universal credit won't apply to them for some time yet so don't worry about that for now."You've been reading SOS when it's just your clock reading 5:05 "0 -

It is due next week, apparently they paid extra to cover the week after the payment so it is due next week. Doesn't make sense to me but that is the info I relayed.
I'm not sure about a social worker but believe they need some kind of support but won't ask for it and I don't know how to find out for sure if they have one or not as answering a simple question is something they struggle with, my Mum has physio once a day I know that much.0
