claim against local council

In nov our house got flooded due to a blocked culvet owned and maintained by a local council,my question is even though my insurance has repaired replaced the damaged items my access has gone from £50 to £2500 wife is on sleeping tablets as every time it rains she does not sleep in fear of it happening again.
we have both lost earnings due to being at home for a few weeks after it happened.
is it possible to claim against a local council.?

    The council would have to have been aware of this blocked culvert and not acted on it, ie they would have to be proved to be wilfully negligent.

    wife reported it the week before it happened to water authority as she was told to report it to them.
    we found out who should maintain drain culvet after a local paper ran a story on it
    three other houses on our close were also flooded but not to the extent of ours.

    Im not sure a week is enough time to prove they were wilfully negligent.

    You could get a 30 minute free advice with a solicitor and see what they say.

    It could be argued that it should be checked by the council regularly as part of routine maintenance and by not doing so they were negligent.

    If it was supposed to be maintained by the council, I would want to see the records showing regular checks and maintenance. Have you asked for this information?
