It's the local authorities responsibility to maintain the yellow lines.
If they fail to do so it's their problem not yours.
They could cone off the whole street for a day to do the painting if need be.
Some interesting info on maintenance of yellow lines can be found here:

An update.............
"I would advise as the lines are clearly visible, and are not t-bared off where they are broken, the lines are deemed as good and enforceable. The restriction ends at the point where a t-bar is marked on the road."
Surely that cant be correct?

I'd go as far as to call it entrapment of the motorist personally.
@OP Have they actually supplied and quoted the relevevant order that they're harping on about allows them to enforce this? - I doubt it because they're trying to call your bluff (IMO).0 -
Good news............
I wrote back once more saying
"
Your previous quote
"I would advise as the lines are clearly visible, and are not t-bared off where they are broken, the lines are deemed as good and enforceable. The restriction ends at the point where a t-bar is marked on the road."
Could you please supply me with the order which makes the above enforceable?
I was not to know this gap wasn't actually a parking bay. I see that the gap has since been filled by drawing thin yellow lines which at least lets the motorist using the road know that line painting is imminent."
Received the response:
"Thank you for your email dated 19 September 2013.
I have noted your comments and in view of the circumstances I have cancelled the PCN."
Success!!
Thanks to all who gave advice on this. I was prepared to take it all the way. Its not the money, its the principal here and the bullying tactics are out of order.
Thanks again

You're welcome
I have a vague memory of two of the authoritys I worked for trying this on too. We were not instructed to book anything between the broken lines but any colleagues who did so did it in the knowledge that it would still be pursued.
I heard of one adjudicator formally ordering one council to refund every motorist that had been PCN'd on a broken set of lines years ago too. The councils are happy to take money from easy mugs but when someone like you comes along they'll drop it because it might have further consequences for them at appeal. All the time they don't get too brave they still have a semi reliable cash cow.0
