Losing power; ford puma problems.. help!!

My OH was driving our Ford Puma, and noticed that it appeared to lose power in 3rd, 4th, and 5th gears. He first thought that he had forgotten to change from 2nd to a higher gear, but obviously it wasn't that.
He said it feels like it's dragging.. anyone any ideas?? or how much this kinda problem usually costs??

Don't think so because the gears are changing with ease.
It starts acting strange around 40mph, It kinda dosen't want to achieve the speed. My OH is around 70mph it makes a not good sound, but I've not heard it to comment.
Someone suggested it could be the cat convertor, but I've never had a car which has had problems with cat convertor.0 -
Which engine - 1.4, 1.6 or 1.7?
Any dodgy smoke from the exhaust?

No dodgy smoke, and car isn't shaking, not sure where noises are coming from exactly, OH thinks they are coming from engine, but I can't say because I didn't take it onto the motorway to get it upto a decent speed, but it certainly feels weird at 40mph.
It's a 1.7 on a T reg.0 -

Your description cannot allow a diagnosis. The engine has no knowledge of gears, so the chances are it's losing power in all gears but you only notice it at higher speeds.
There's some simple elmination tests you could do.
Drive along motorway or other wide road where you can do some testing, see if it's dragging. Put foot on clutch and see how quickly the car slows down. Is the car dragging? Try it in neutral with clutch up.
