Cheapest tablet running Windows 8 proper (and not RT) I can find doing a quick search over the main sites is the Acer W3 at £330 from John Lewis (http://www.johnlewis.com/acer-iconia-w3-810-tablet-intel-atom-1-5ghz-windows-8-microsoft-office-2013-8-1-wi-fi-64gb-silver/p581190)

Personally I would avoid RT as it will probably be killed off as a slow-seller (and limits what you can actually do with it)

Windows running tablets do not have as good a base of apps as iOS or android based. But honestly there's a bunch, BIG bunch, of apps on both of those stores that are junk anyway. There is issues with the Windows Youtube app being blocked currently by google. Toys, prams, dummies etc.

The more users they get, the better the store gets, so worth while looking to see what you simply can't live without on the Xoom, and see if it transfers over to the windows app store. I don't know if you can get an emulator to run android apps/store, though google suggests you can, so that might not be an issue anyway.
