Vcs permit parking charge

Hi everyone I've been given two parking charges for parking in a permit holders car park without my permit as I am awaiting my de permit. I was told to place a sign in my car explaining this but still got tickets. I appealed to vcs and failed what should I do now just ignore as many people have been advised?

    Lots more information needed.

    Dates of parking charges?

    Were they by post or windscreen tickets. If latter, date on letter to keeper?

    What are the arrangements re the park? Who owns it and how do you get permits. Why didn't you have one?

    Who told you to park without one?

    When did you appeal?

    When they refused, what date di they send you back and what reason did the give?

    Did they give you information about POPLA and did they give you a POPLA code?

    Sorry, but information needed as this PPC does do court occasionally and have a spectacular loss on record too!

    they were windscreen tickets,the permits come from northern counties and because I'd just arranged the permit and it was them who told me to use a note. I appealed same day as tickets and was told today by letter that there are enty of signs displaying the terms and they acknowledge I was told to use a sign but they feel the charge still stands. They sent me a popla form to appeal with I'f I want too and code sorry for not giving all information originally

    Ok a little bit more. Who are Northern Counties and whose car park is it.

    It isn't clear whether you are an employee, tenant, or where Northern Counties come in to the picture.

    Are they the landowners? for if so, there is a simple route confirming what they told you and them leaning on the PPC.

    We can give lots of standard POPLA appeal points, but if we understand the picture, we can tailor the help. So far, not enough info for me to do more than give you the standard POPLA appeal points, but would prefer the landowner to kill the charges at birth.

    Also when were the "offences and when was the letter dated?

    The offences were middle of July and letter was a few days back, northern counties own the flats to which the car park is part of and I run a shop connected to that car park. I am unsure if they own the car park but I believe they do

    Well, what this appears to me to be is that Northern Counties act on behalf of the landowner and instruct the PPC.

    The landowner's managing agents (Northern Counties) gave you dispensation to park on their property and, therefore, you should not have been ticketed. Easiest way is to prove it by getting the Northern Counties staff to confirm to the PPC that they gave you permission.

    They have no reason not to do that. Suggest you try that promptly on Monday or whenever they are there as a first step.

    Then inform Northern counties as the principle they are liable for actions of their agent and as they instructed you to park you shall counter claim any county action against them directly.

    But if a Northern Counties employee instructed you what to do, how can they wash their hands of it? Can you not name the employee to their management and get a bit angry at being misled?

    However, what you need is to appeal to POPLA as well.

    Now, have a look at some current threads on here as well as POPLA Decisions - the last few pages.

    You are appealing on the following grounds.

    You have a right to be there. Whilst awaiting for the administration department to get you your permit, you were advised by them to use a temporary note. The PPC failed to recognise this (it would help if anyone from Norhern Counties could confirm this in writing).

    You are then appealing under
    "No valid contract with landowner"
    • Charges are not a true estimate of loss but punitive charges that include costs of running the business
    • The signs are not compliant with the BPA Code of Practice requirements. (now you will have to do a bit of work on this and check them out against signage requirements on here http://www.britishparking.co.uk/write/Documents/AOS/AOS_CoP_June_2013_update.pdf section 18 and the Signage appendix, pointing out any discrepancies and if any glaring ones, include a photo.
    Use work done by others with their appeals, don't copy everything word for word, but use them as a draft template.
    Come back with your draft appeal and we will tidy it up
