CC Chargeback for deposit on car??

Hello advice needed.
I paid a £200 deposit on my Mastercard for a car i was intending to buy from a trade seller i found through Autotrader.
The seller was getting the car MOT'd for me before collection and sadly it turned out the car was not road worthy (floor had rusted and engine was barely hanging in). The seller had nothing else i was interested in so i requested my deposit be refunded which he happily said he'd do, couple of weeks passed and my credit card statement came through but no sign of the refund, i called the seller who apologised, told me he'd forgot and would do it that day, a week later i called my card provider but no transaction giving me back my refund. Now repeat the last part again, called, promised refund, still not got it.
Is this something i should be able to claim back from my credit card company as basically no matter how many calls i make or promises of refunds i get i don't believe the money will ever return to me via the seller.

Yes it is.
Have a read of MSE's Chargeback article.
You may need some sort of proof, but speak to your card issuer before worrying about that.0
