Restrictive Covenant On Land Purchase

Hi Guys,
I hope you can help me, I bought a land around a year ago from local council and this came with restrictive covenant that, I must remediate the land (Contamination issue)within 6 months of purchase, however the consultation process with Environmental agency as well as Council taken almost year.

I have recently sold the land, having breached the covenant, Contracts have been exchanged but after exchange buyers are raising enquiry whether Council will transfer the land to new owner otherwise they will rescind the contract.

Do you think Council can refuse it?
