Enhanced Disability premium requirements.

Hello,
I care for my mother who suffers from parkinsons disease and she receives both the high rate care and high rate mobility components of DLA.
She also receives ESA and is in the back to work group but after speaking with her benefits advisor we have come to the conclusion she would be much more suited to the support group.
I receive carers allowance and this is where I start to get confused.
Someone mentioned to me the possibility of disability premiums and according to gov.uk's site you cannot qualify for severe disability premium if somebody claims carers allowance for you but it doesn't say this in regards to the enhanced disability premium.
My question is if my mum receives DLA at high rate for both mobility and care and also ESA in the support group is she entitled to the enhanced disability premium if I am claiming carers allowance ?.
I've spoke to ESA and DLA and they both seem slightly confused on the matter and the various websites I've visited seem to contradict each other. The gov.uk website ( which I can't link to due to being a new member ) above states the following applies for entitlement and mentions nothing regarding carers allowance :
Enhanced disability premium
You get this if you’re under 60 and one of the following apply:
* you get the highest rate of the care component of the DLA
*
you get the enhanced rate of the daily living component of PIP
you get AFIP
The same website though does state that for the severe disability premium someone cannot be claiming carers allowance for you. Do the enhanced and severe disability premiums have different entitlement rules or do these websites simply not have as much information displayed as they probably should ?.

there is also no mention of Carer's Allowance as regards the enhanced disability premium.
In the absence of any one who has first hand knowledge of this I suggest you telephone and enquire. As you say, sometimes the information is out of date/inaccurate/wooly/or not detailed enough!
All the websites that I have visited about this also say the same - no mention of Carer's Allowance and the enhanced disability premium.0 -
If your mother is receiving income related ESA then the EDP is payable due to her receiving DLA HRC.
If she is receiving contribution based ESA then it is not payable at all whether she receives HRC or is moved to the SG.
Your receiving CA is not relevant to EDP.0 -

This is exactly what I thought also, my mum is on income related ESA but I've just phoned ESA again and a man there said she isn't entitled to any DLA premium at all simply because I claim carers allowance for her so I'm not sure if they're wrong or we are ?!.

As said your mother is entitled to EDP
If she is on ESA Income Based and is in receipt of DLA HRC then it should be paid to her
on her claim
Are ESA aware she is in receipt of DLA?? sometimes it may not be input onto the claim
You getting CA stops her getting SDP but she is entitled to EDP.
So ring again ask for a call back to speak to the section direct they should confirm this and sort it out for you0 -
Phone them back and quote paragraph 44101 of the ESA Decision Makers Guide which states:
Enhanced Disability Premium
General
44101 EDP is payable if
1. the support component is included in the claimant’s applicable
amount or
2. DLA at highest rate care component is payable in respect of
the claimant or
2.2 the claimant’s partner where that partner is aged less than the
qualifying age for SPC
3. the daily living component of PIP at the enhanced rate is
payable in respect of
3.1 the claimant or
3.2 the claimant’s partner where that partner is aged less than the
qualifying age for SPC or would be payable to the claimant or
claimant’s partner if they were not a hospital in-patient
The EDP is not payable where the claimant
1. is a single person and
2. is a patient and has been for more than 52 weeks or
3. in the case of a couple or a polygamous marriage where each
member is a patient and have been for more than 52 weeks.
